Doctrine
A resolution issued only to resolve a motion for reconsideration need not restate extensively the factual and legal bases of prior decisions.
Resolutions issued by this Court (and by implication certain administrative resolutions) are not required to conform to the first paragraph of Article VIII, Section 14, of the Constitution regarding extensive reasoning.
Facts
Petitioner sought relief from resolutions issued by the Civil Service Commission concerning an anomalous transaction involving DBP; the CSC issued a resolution resolving DBP's motion for reconsideration.
The Court notes that the questioned CSC resolution was rendered only to resolve DBP's motion for reconsideration and that the investigation of other bank officers was not before the Court.
