Proportionality

Under RA 11315, the community-based monitoring system generates data for identifying beneficiaries, assessing poverty and needs, designing interventions, and monitoring their impact. ¹ Its data collection must respect privacy and uphold the data protection principles of legitimate purpose, transparency, and proportionality. ¹
