2. Prohibited Contributions

Prohibited Contributions:

  • Public utilities or those exploiting natural resources of the nation.
  • Public or private financial institutions, except loans to a candidate or political party made in the regular course of business and on terms ordinarily available to the public.
  • Foreigners and foreign corporations.
  • Grantees of franchises, incentives, exemptions, allocations or similar privileges or concessions by the government.
  • Persons who, within 1 year prior to the date of the election, have been granted loans or other accommodation in excess of P100,000 by the government.
  • Members of the Armed Forces of the Philippines.
  • Officials or employees in the Civil Service
  • Persons with contracts to supply the government with goods or services or to perform construction or other works.
  • Educational institutions which have received grants of public funds not less than P100,000 by the government.

Prohibited Donations

During the campaign period, the day before the election, and election day, a candidate, the candidate’s spouse or relative within the second civil degree of consanguinity or affinity, or the candidate’s campaign manager, agent or representative may not directly or indirectly make a donation, contribution or gift in cash or in kind, or undertake or contribute to the construction or repair of structures for public use or for use of any religious or civic organization, except normal and customary religious dues or contributions, periodic payments for legitimate scholarships established before the prohibited period, and school contributions habitually made before that period.
