Power of the Supreme Court to Promulgate to Promulgate Rules

The Supreme Court has the power to promulgate rules concerning the protection and enforcement of constitutional rights, pleading, practive and procedure in all courts, the admission to the practice of law, the Integrated Bar, and legal assistance to the underprivileged. (1987 CONST. art. VIII, sec. 5 (5)

Legislative Branch is NOT allowed to regukate the practice of law.

The 1987 Constitution no longer provides for the power of the legislature to repeal, alter and supplement the Rules promulgated by the Supreme Court regulating the practice of law.
